[Bug 1070080] [NEW] Upgrade to 12.10 runs out of disk space during update, destroying system

Public bug reported:

I requested an upgrade to 12.10 from 12.04 using update-manager.
It warned me that I needed more space on / so I made a bunch more (5G free?).  It was then happy to proceed.
Downloading was quick and didn't take much space.
However, the space gradually filled up and with less than half of the installation done, the update filled the / partition completely.

I don't know why replacing packages takes up so much extra space, but
Ubuntu ought not to start updating a system if there isn't enough space to do so without destroying your existing version / OS!!!
