Bug description:
  == Impact ==

  12.04 LTS users are unable to report a bug about the distribution
  upgrade process using the instructions provided by the distribution
  upgrade tarball.

  == Test Case ==

  On a 12.04 LTS system:
  1) run 'ubuntu-bug ubuntu-release-upgrader-core'
  2) observe error message titled 'Invalid problem report' that says 'Package ubuntu-release-upgrader-core does not exist'
  Install apport-symptoms from -proposed
  1) run 'ubuntu-bug ubuntu-release-upgrader-core'
  2) click yes when asked if this is a distribution upgrade
  3) click cancel when asked about sending error report

  == Details ==
  ubuntu-release-upgrader has multiple error messages that say:

                  details += _("If none of this applies, then please report this bug using "
                               "the command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.")

  This works great if you have ubuntu-release-upgrader-core installed
  but you won't if you are upgrading from 12.04 to 12.10 as ubuntu-
  release-upgrader-core is a new package in 12.10.  Instead you'll
  receive an error message that ubuntu-release-upgrader-core does not
  exist.
