The change in 0.8.16~exp12ubuntu7 refers to cross-*build*-dependencies.
Arch: all packages are not implicitly M-A: foreign for dependencies.

  on an amd64 quantal system

  sudo apt-get install ecere-dev

  Some packages could not be installed. This may mean that you have

  distribution that some required packages have not yet been created
  or been moved out of Incoming.
