You were right the general 'get kubuntu' page still showed 700MB before the release selection, thanks for pointing that out. It's now removed, and the actual download page does show the correct image size.
Looking at Ubuntu I can't find any mention of the image size until you start downloading it (seems to be currenty ~750M)

  Many of the CD image iso files for Quantal will not fit on a standard
  700MB CD

  Have we abandoned standard 700MB CDs? If so it needs to be made clear
  that Ubuntu needs a 800MB CD and kubuntu can only be installed from a
  USB drive.
