[Bug 1070975] [NEW] dch -a no longer updates name, email and timestamp

Public bug reported:

In precise, doing dch -a would update the name, email and timestamp in a
changelog.

In quantal, this is no longer the case, even when running it on a
changelog that has someone else as the name and email.
