when typing in do-release upgrade, ubuntu does not upgrade:
do-release-upgrade
Checking for a new Ubuntu release

Fetched 1,200 kB in 0s (0 B/s)
authenticate 'quantal.tar.gz' against 'quantal.tar.gz.gpg'
extracting 'quantal.tar.gz'
Can not run the upgrade
This usually is caused by a system where /tmp is mounted noexec. Please remount without noexec and run the upgrade again.
I checked /tmp, and it is executalbe.
ls -l /
drwxrwxrwt 17 root root 420 Oct 29 14:18 tmp
