[Bug 1073538] [NEW] libpng12-dev needs a compile/link/run test

Public bug reported:

This bug represents the need of a simple compile/link/run test for
libpng12-dev package.

The attached patch introduces such test, it builds a tiny C application
that uses libpng, and checks if it builds and runs successfully.
