No, I do not agree, it is a different bug. i do the following with started ubuntu12.10:
A
- win partition not mounted
- update-grub
-> result: no win entry present in generated /boot/grub/grub.cfg. also the log during update-grub doesn't show anything.

B
- mount win partition
- update-grub
-> result: win entry present in generated /boot/grub/grub.cfg. also the log during update-grub shows that win was found.

If I do B, then restart and try to load win, I get "invalid-signature",
it's not possible to start win. This is the linked bug. The fact that
win partition needs to be mounted to get a win entry at all is this bug.

Title:
Win partition needs to be mounted for an update-grub to discover it

Status in “grub2” package in Ubuntu:
  Invalid

Bug description:
Compared to grub 1.99, the win7 partition needs to be be mounted in
order for grub 2 os-prober to detect it. update-grub does not detect
win7 when partition is not mounted, this was different with 1.99.
