Public bug reported:

Update manager crashes on upgrade from precise to quantal. According to
the terminal:

Could not determine the upgrade

An unresolvable problem occurred while calculating the upgrade:
The package 'postgresql-contrib-8.2' is marked for removal but it is
in the removal blacklist.

In addition, sysvutils cannot be installed or reinstalled and attempting to do so crashes the update manager.
