Title:
ubuntu doesn't create .bashrc in user home

Status in “bash” package in Ubuntu:
  Incomplete

Bug description:
I installed kubuntu jaunty in two new partitions, root and home
partitions. I formatted them from the installer.

Later, I installed kubuntu intrepid beta but I only formatted the first root partition and not the second home partition. The home partition was empty, I just left my user folder, empty, except the Documents folder with some files.
I can see the console doesn't have the alias for ls colour and the .bashrc file doesn't exist.
If I create a new user, there is no problem, it creates a new .bashrc.

The problem was in hardy too. I installed kubuntu hardy with the old
home partition, and .bashrc wasn't there.

Update: Test in intrepid and jaunty, with kubuntu and ubuntu
