HOWTO REPRODUCE:

- take an Ubuntu12.04 using grub-efi 1.99-21ubuntu3.1 . (http://paste.ubuntu.com/1208952)
$grub-install
Installation finished. No error reported.

- upgrade GRUB packages to 2.00-4ubuntu1  (http://paste.ubuntu.com/1209263)
$grub-install
grub-install  : source_dir doesn't exist. Please specify --target or --directory
