[Bug 1164792] [NEW] feature request: tool-tip needed on partman dialog

this is a followup to a discussion on irc with cjwatson.

on the manual partition dialog there are [+][-] buttons for adding and
removing partitions.

However, these buttons are unmarked and their purpose is not apparent to
inexpereienced users.

Colin agreed that adding a tool-tip would be appropriate.
