There are strings available that could be set:
partman-partitioning/text/new : "Create a new partition" for '+'
partman-partitioning/text/delete: "Delete the partition" for '-'
ubiquity/text/partition_edit_heading_label: "Edit a partition" for "Change..."

Bug description:
  13.04 Beta1  UbuntuStudio

  this is a followup to a discussion on irc with cjwatson.

  on the manual partition dialog there are [+][-] buttons for adding and
  removing partitions.

  However, these buttons are unmarked and their purpose is not apparent
  to inexpereienced users.

  Colin agreed that adding a tool-tip would be appropriate.
