[Bug 1165092] [NEW] oem-config fails with ubuntu-server images

Public bug reported:
1) Boot
2) Select F4 -> Oem mode
3) Perform installation
4) Reboot into oem user
5) Run oem-config-prepare
6) Reboot
Expect for oem-config to launch for the user
Actual the boot stalls with only boot message saying "Loading, please
wait..." which is the only difference form "normal" ubuntu-server boot.
I will try to pull out and attach logs in a moment.
