[Bug 1167621] [NEW] apt_check.py can't be used as a module

Public bug reported:

It looks like the author intended to make this file usable as a module
from another Python script, but never got around to finishing shuffling
things around to make that the case.  I'll have a merge request shortly
with one possibility for finishing that work.
