[Bug 1170757] [NEW] Python3-tk package is optional

Public bug reported:

I'm sure this was a conscious choice by someone, but it needs to be
rethought. If I install Python, I expect to get a working implementation
of the Python language. The Python language includes Tkinter. It's not
optional in the language standard, it shouldn't be optional in the
package.
