The dictd package comments say that both dict-gcide & dict-wn should be also installed, but are simply "suggested"; so check your installation about these two packages.
As that report is about a no more maintained distro, you should report (via ubuntu-bug) a new raring bug with all the apport details.
So closing that one.

Hello, there!
When dictd is installed - or reconfigured using "dpkg-reconfigure
-plow dictd" the following line of /etc/default/dictd is commented out
during configuration of the package:
#DICTD_ARGS="$DICTD_ARGS --locale=en_US.utf-8"
The locale in the commented-out line is automatically adapted to the current locale of the system.
The following line is uncommented instead:
DICTD_ARGS=""
Even if dictd still seems to support Umlaute on my system when the
locale setting is commented out any dictionary for dictd I install
produces the following warning:
The parameter --locale=xx_YY.utf-8 was not set in your /etc/default/dictd,
so after installing this package dictd may stop working.
Since Ubuntu has switched to UTF-8 long ago it would be rather simple
to get rid of this warning by uncommenting the other line instead.
