Please file the bug using:
  ubuntu-bug ubiquity

Or attach:
/var/log/installer/*

If there is internet connection, we run `apt-get update` and download and install language packs.
Checking downloading updates should download and install -security and -updates, but please note those are only available post-release, e.g. those are not available for raring yet.

  Incomplete

Bug description:
  In ubiquity's preparing for installation screen, no matter what
  setting the "Download updates while installing" checkbox is on,
  Updates and language packs are downloaded. This increases install time
  greatly.
