[Bug 1171568] [NEW] libsqlite3-0 3.7.15 breaks u1db tests

Public bug reported:

There is a regression in the 3.7.15 (and newer, as of 3.7.15.2-1ubuntu1
package in Ubuntu Raring), version of the sqlite3 library, which is
causing the tests for u1db to fail when built against the new version.
These same tests worked perfectly against 3.7.14.1, and the code is
compiling, without warnings.
