[Bug 1172964] [NEW] check-new-release-gtk crashed with ImportError in build_ui(): cannot import name WebKit

Public bug reported:

check-new-release-gtk will crash on a stock Lubuntu system because
gir1.2-webkit-3.0 is not installed and the import of WebKit will fail.
gir1.2-webkit-3.0 is recommended by ubuntu-release-upgrader-gtk, however
it seems that lubuntu doesn't install recommends by default.  This only
affects release upgrades in that the release announcement is shown in
plain text instead of html.
