Refering to the list of dublicates this issue makes troble within the
dist-upgrade process with ubuntu-relese-upgrader., especially a fast
increasing report number on the distribution upgrade from quantal2raring
is observable.

In respect to this the taga

dist-upgrade and quantal2raring were added.
