[Bug 1173186] [NEW] remove the gcc-spu, g++-spu and gfortran-spu packages

Public bug reported:

remove the gcc-spu, g++-spu and gfortran-spu packages, not built anymore
for powerpc and ppc64.  These cross compilers should be built using our
way to build cross compilers.
