[Bug 1173902] [NEW] Please teach ubuntu-release-upgrader to treat ppa 's with success

Public bug reported:
As seen by the hughday for ubuntu-release-upgrader there is a remarkable
part of users that have some ppa's enabled.
Some of them have good reasons for this doing, like a dysfunctional
graphic system (ppa 's for xorg), others just want to have the latest
versions of a software. May be there are also needs like Oracle Java
security updates, which make them using a ppa.
Anyway, the causes for ppa enabeling may be very different, but it is
clear that there are users out there who are struggling on this.
