Public bug reported:
For some reason that makes no sense, the decision to turn off ptracing
is in this package.
For some reason that makes far less sense, it is an actual package file,
not a configuration file. As such, it is overwritten every time the
package updates.
This means that a system administrator is incapable of setting the value
of kernel.yama.ptrace_scope to 0 on a permanent basis without holding
back procps (by pinning the package) or
