No, really it was because of the reasons I'd stated and it has been
fixed now.

Title:
Doesn't know about saucy
Status in “ubuntu-release-upgrader” package in Ubuntu:
Fix Released
Bug description:
Dear friends,
'do-release-upgrade -d' doesn't know about saucy.
It should. All this talk about the development version being kind of a
rolling release...
I remember that quantal to raring was the same issue. Then I went to
irc in #ubuntu-dev or something and one of the developers told me that
it was a manual thing that hadn't been done yet and that I should
manually edit sources.list(s) for now.
It would be nice to be able to use do-release-upgrade -d on the same
day of the release in order to upgrade to the development version.
Thanks,
Shahar
