Bug description:
/var/log/syslog is not created on fresh cloud and server images of
Trusty with rsyslog 7.4.4-1ubuntu1 (not testeed with desktop images)
debug log attached (rsyslogd -d) shows the following error several
times:

3558.255029594:7f23687e2700: strm 0x7f2360000b70: open error 13, file '/var/log/syslog': Permission denied
