[Bug 1257804] [NEW] failed to upgrade from 13.04 to 13.10

Public bug reported:
I had installed ubuntu 13.10 first then I uninstalled because of this
error and I could not get softwares. So I installed ubuntu 12.04 by
wubi, installed some software successfully and upgrade to ubuntu 12.10,
then I upgraded in kubuntu 13.04. Afterwards I can't upgrade to
ubuntu/kubuntu 13.10. I am getting this message in terminal details
everytime.
W:Failed to fetch gzip:/var/lib/apt/lists/partial/us.archive.ubuntu.com_ubuntu_dists_saucy_universe_binary-amd64_Packages Hash Sum mismatch
, E:Some index files failed to download. They have been ignored, or old ones used instead.
Please guide me detailed steps.
