[Bug 1259047] [NEW] ubuntu 13.10 install on usb drive fails on uefi system

Public bug reported:

Trying to install Ubuntu 13.10 on Dell with Windows 8 preloaded. UEFI
system with secure boot turned off (for this instance). Have many other
failures when also trying install with UEFI and secure boot on. Recieved
the message "Executing 'grub-install dummy' failed.
