Public bug reported:

Use of mouseemu in 13.04 and 13.10 again breaks wacom functionality.

Seems to be similar to:

https://bugs.launchpad.net/bugs/212737

mouseemu process takes /dev/input/eventXX of the wacom tablet and
prevents the X input driver from working correclty.

Killing the process restores functionality.

Longer term solution is to remove mouseemu package.

Actual Wacom model in my case is:

Intuos4 PTK-640

** Affects: mouseemu (Ubuntu)
     Importance: Undecided
         Status: New
