[Bug 1261816] [NEW] Apt sources for Canada are crippled

Public bug reported:

I know you mean well, and they mean well, but please stop setting
Canadian Ubuntu installations to use the "Canadian" mirror site as that
site only retains a bare minimum of packages and as such gives Ubuntu a
bad reputation for basic components (such as drivers) being "not found"
-- on any fresh installation, my first step is *always* to correct this
setting, and to someone new to Ubuntu, they'd simply conclude that
Ubuntu itself is crippled.
