Title:
  country language is sometimes used instead of selected one

Bug description:
  I clean-installed Ubuntu 13.10 in English on my computer and set my
  location as "Geneva" (a Swiss city) with my keyboard as "Swiss-
  French". However, certain programs default to German instead of
  English : TexWorks, TexMaker but also the data+time app in my sidebar
  defaulted to German.

  I haven't had this issue with any of the the previous versions of
  Ubuntu, including 12.04 and 12.10.

  This is a common conception mistake where modern programs expect
  people and countries to have one language only (hence German for
  Switzerland, even though the country is multilingual) : they use the
  country instead of the user settings as reference.

  
  I've seen the issue with :
   - texworks : 0.5~svn1288-1 (installed via apt-get)
   - texmaker: 4.0.3-2 (installed via apt-get)
   - indicator-datetime: 13.10.0+13.10.20131023.2-0ubuntu1 (installed with Ubuntu 13.10)
