Bug description:
  $ lsb_release -rd

  $ apt-cache policy tzdata
  tzdata:
    Installed: 2013h-1ubuntu1
    Candidate: 2013h-1ubuntu1
    Version table:
   *** 2013h-1ubuntu1 0
          500 http://us.archive.ubuntu.com/ubuntu/ trusty/main amd64 Packages
          100 /var/lib/dpkg/status
  $ TZ=Egypt date -d 20100430
  date: invalid date 20100430

  I see no sensible reason for Apr 30th of any year to be reported as an
  invalid date.
