Title:
update-notifier should emit notification when updates are available

Status in “update-notifier” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: update-notifier

Note: this is not a dup of bug #332945. This bug is about
  notifications, not icons.

With the new notification system in Jaunty there's no notification
whatsoever of available updates. While the update-notifier icon may be
confusing to users and clutter the systray, it's still useful to let
people know updates are available. Here's some suggestion for the
  notification text:

There are X updates available. You may install then now by using
System -> Administration -> Update Manager

This seems like it would work OK without getting in people's way.
Combined with the weekly Update Manager "you should install updates
now" notification we would have a way to escalate the notification of
  system updates.
