I still have a ~/.update-manager-core directory, on a system upgraded
through several Ubuntu versions. It contains 2 files, "meta-release" and
"meta-release-development". The files were last modified in 2010,
suggesting they are no longer used (presumably the migration failed to
remove the obsolete config).

Bug description:
Binary package hint: update-manager
according to "XDG Base Directory Specification" update-manager should
store the configs to ~/.config/update-manager-core . And this will
make home folder clear.

$XDG_CONFIG_HOME defines the base directory relative to which user specific configuration files should be stored. If $XDG_CONFIG_HOME is either not set or empty, a default equal to $HOME/.config should be used.
