Is this still an issue? I just tried to reproduce it with the following
results:

sudowned at jarrah:~$ sudo add-apt-repository ppa:foobar/foo2bar
Cannot access PPA (https://launchpad.net/api/1.0/~foobar/+archive/foo2bar) to get PPA information, please check your internet connection.

Bug description:
  Trying to add a PPA that doesn't exist makes add-apt-repository print
  lots of errors and a backtrace. It should provide helpful information
  to the user instead, e.g. tell the user that the ppa doesn't seem to
  exist and to check if it's typed correctly.
