This is by design, the option"Encrypt my home folder" does imply needing
a password.  It's not a very good design so it has been improved in
raring but it's not suiteable to a stable release update.

Bug description:
  In Kubuntu 12.04.2 I tried to select "Require my password to log in"
  and "Encrypt my home folder" at the same time, same as in normal
  Ubuntu installation. However it is not possible. When I selected one
  option I can't select another one.
