Somehow you've got the sip4 from raring (to be 13.04) on a 12.10 system.
The version of sip4 shipped in 12.10 has the correct sip-api.

Bug description:
Whole Muon software management suite (installer, updater, package
manager, software center) was lost from menues and uninstalled
automatically after upgrade library python3-sip. Reinstalling
unsuccesfull due to broken dependencies. Final cause in dependencies
chain is library python3-sip, version 4.14-5-exp1. After downgrade
python3-sip to 4.13.3-2 Muon suite is again installable. Possible
cause - new python3-sip don't contain sip-py3api-8.1.
