What version of Ubuntu are you using?
I couldn't find the cities of the world at all but Sudan and South Sudan is registered in the package iso-codes.
Furthermore the currency of South Sudan doesn't seem to be registered.
iso-4217 South Sudanese pound (SSP)
This needs to be checked upstream too.

Bug description:
Dear Ubuntu,
it's a bit embarrassing but the regional settings for Ubuntu still
list Juba (the capital of the Republic of South Sudan, an independent
nation since July 9, 2011) as being in 'Sudan'.
We urge you to correct this ASAP (as well as any other settings and
references to cities in South Sudan which may still erroneously be
marked 'Sudan') so that we can better help promote and use Ubuntu in
the Republic of South Sudan.
I've already reported this, but was asked to post this as a bug ...
although it's not what I would consider a bug issue.
