[Bug 1128359] [NEW] with encryption+UEFI, no opportunity to select keymap before entering passphrase

Public bug reported:

While investigating bug #1128257, I found that when using the 'install
ubuntu' option I'm given no opportunity to set the keymap before the
prompt for my passphrase.  This is a combination of:

 - UEFI boots with grub rather than syslinux, so there's no keymap prompt in the bootloader
 - the keymap question appears to happen too late

It's problematic to prompt for any text before the user has an
opportunity to choose their keymap (and not just their language).
