It was my mistake. :)
I didn't confirm a conditions and terms of use of service by ticking it off.

  I have installed Kubuntu 12.10 x86
  After loading ubuntuone-control-panel-qt and filling of all field the buttone "Create new accaunt" (Создать учетную запись) isn't activated.
