Title:
either a MIR required, or dropping the b-d on bnd

Status in “libgnumail-java” package in Ubuntu:
  Fix Released

Bug description:
libgnumail-java now build-depends on bnd to generate the osgi
information. Either bnd and dependencies need to be promoted, or the
change be reverted. However it's not that clear that libgnumail-java
will be the last package using bnd.

an incomplete list of bnd deps:

  bindex, osgi-compendium, osgi-core, felix-osgi-obr, osgi-foundation-
  ee, geronimo-jpa-2.0-spec, geronimo-osgi-support, aspectj
