Because the log clearly shows the problem is in the pam module. Please
don't mess with triaged bugs.

Bug description:
  Binary package hint: base-files

  When I log in to a tty, a message saying "Last login: Thu Apr 12
  21:56:38 2007" is displayed.  I have the computer set to the en_GB
  locale, the date/time format should be "Thu 12 Apr 2007 21:56:38".
