[Bug 1133664] [NEW] anacron is started before ldap user accounts are accessible

Public bug reported:

Having @reboot for users provided by ldap via sssd do not work, as their
account is only listed in the passwd database after sssd startup has
finished. Currently anacron reports something like "cron[1029]:
(username) ORPHAN (no passwd entry)".
