[Bug 1095238] [NEW] Disabled Cancel button should provide reason

Public bug reported:

When an update has finished downloading and starts installing, the
cancel button becomes disabled but is still visible. A user looking to
cancel should be given an explanation as to why this is no longer
possible.

1) Ubuntu 12.10
2) update-manager version 1:0.174.3
3) A mouse-over text should display why the cancel button is disabled
4) The cancel button is disabled, but doesn't give an indication as to why
