I'm seeing something similar, but without first suspending. When I start
vim, and try to set mouse=a, it just doesn't seem to work.

Bug description:
  In Precise, vim is unable to reassert control of the mouse once it has
  started. The mouse works normally upon starting vim. If it loses
  control of the mouse in the pseudo-terminal, however, perhaps due to
  being suspended with ^Z, or turning the mouse off with ':set mouse=',
  then vim becomes unable to regain control of the mouse when it should,
  such as being resumed or ':set mouse=a'.

  The expected behavior is that suspending should have no effect on the
  mouse within vim, and clearing and resetting the mouse variable should
  also have no effect on the mouse.
