Could you please follow the steps in
https://wiki.ubuntu.com/Hotkeys/Troubleshooting in order to pinpoint the
problem?

For now I have filled this bug under udev package as per
https://wiki.ubuntu.com/Bugs/FindRightPackage#Hotkeys

  Laptop volume controller does not change headphone volume

Status in “udev” package in Ubuntu:
  Incomplete

Bug description:
  I am using Xubuntu 12.04 (Precise Pangoline).

  In Xubuntu 11.10 I could control the headphone volume with the laptop
  volume controller of my Toshiba Satellite Pro U300 computer.  But with
  12.04 this is not possible, I can only control the loudspeakers with
  it.  I fear that that is caused by the missing xfce4-volume-control
  thingy which was replaced by pavucontrol now.
