[Bug 1096990] [NEW] Backport x32 support to stable releases for infratructure/buildd use

See bug #1096986 for reference, but for x32, we also need a backport of
the abitable feature in dpkg-architecture to support x32 on precise.
This is already included in quantal and beyond, and if needed in lucid,
will be done in lucid-cat, rather than in the archive.
