The boot menu options are not defined in ubiquity package, but rather
elsewhere. Part of building the isos? (adding ubuntu cd image building
project to the bug)

Do you still launch ubiquity to do the initial install?
What are the boot args? (that's the difference between entires)

Bug description:
  This is a feature request.

  Current Ubuntu desktop image has different modes when pressing F4.

  1. Normal
  2. Use driver update disc
  3. OEM install (for manufacturers)

  Could we add a new mode called "Ubuntu on-disk installer" or other
  wording?

  The difference between "Ubuntu on-disk installer" and "OEM install (for manufacturers)" is that "Ubuntu on-disk installer" will transfer Ubuntu desktop image and install it to the first partition by default (can be preseeded with other value).
  And "Ubuntu on-disk installer" will install a little application to make the end users able to trigger "Ubuntu on-disk installer" from their desktop environment to reinstall and overwrite the existing Ubuntu system without Ubuntu desktop image.
