Unchecking the relevant ppa's in the <Settings>Other Software> panel solved my problem.
However, I still say that there is a bug here.
Although perhaps not a (programming) bug, but maybe a incorrect report of the status quo.
Which should be easy to fix with some appropriate code.
But please fix it, because messages like this worry the hell out of newbies like me.

Status in “update-manager” package in Ubuntu:

Bug description:
  After not having run Ubuntu for more than two weeks, I start update-manager and click <check> after which its reports a considerable list of updates available.
  I click <install update> and continue with my work.
  After a while, I look at the icon and notice it is blank, i.e. not showing a progress bar, so I have a look and see the very same panel as when I originally started it.
  Not really knowing what to do, I click <check> again (just to make sure), but now I get the message "Failed to download repository information", so I click <details> and get this
