[Bug 1099587] [NEW] unzip -a option fails to detect zipped text files

Public bug reported:

The unzip -a option detects all zipped files as binary.

The -a option is supposed to auto convert text files, but it never seems
to work. Have tried it with zipped .c, .h, .txt, and .py files moving
from windows to linux.
